Can users change the theme for themselves ?
If yes then

judging from this option in the admin settings there should be, tho I haven't figured out where to select user theme yet either.

I added the BlackBoard style! you can now change to that in the user control panel under "board preferences"
I will add the other 3 requested themes as well.
